so, i'm teaching my sister in law how to sew, and she's kind of short, busty and stalky but very fit.... so not getting any smaller. (she's about 5'3)

There's an amazing book out that teaches you how to alter paterns to fit anyone, it's called "Fantastic Fit for Every Body" and it's by Grigg Hazen. As for what design to make, I would let her choose. Since she's been dressing herself (I'm assuming) she probably knows what looks good on her frame, or at least what she likes...

I've been 5'2", low busted and high waisted and hippy for 40 of my 53 yrs. Off the rack dresses, even petites, are a disaster. While I CAN design a dress that would fit, I find designing and making separate tops and skirts to be much easier AND more flattering.
If she wants dresses, though, I'd say the style would depend on her preference AND on her tummy.
If her tummy is flat, princess seams are very flattering. If her tummy is round, a skirt consisting of a bodice fitted to her natural waistline, then the lower part forming a gathered skirt, would be more flattering. Another essential is choosing a length that flatters the short person - a difference of a couple of inches can really make a difference. -

I keep hearing "wrap dresses" are flattering for many figures. Something to consider -

Read a wrap dress pattern carefully before committing - most of the wrap-style dress patterns I've been interested in have said "no provision for adjustment above waist." I'm super long-waisted and always need to add inches to the bodice length! :-)
